While I'm sure the writers of ADAM-12 enhanced the dramatic aspects of the show (hey, it's TV!), I think they did a fine job with the pseudo-documentary approach of the series. As you pointed, the maturing of Reed from rookie cop to veteran was one of the show's strongest features.
